The Driver and Vehicle Licensing Authority (DVLA) is set to introduce a video monitoring system to strengthen oversight of vehicle inspections conducted by Private Vehicle Testing Stations (PVTS).
The system will enable the Authority to have visual evidence of vehicles inspected before roadworthiness certificates are issued.
Chief Executive Officer of DVLA, Julius Neequaye Kotey, announced the measure during the commissioning of the Authority’s Ultra Centre at the Tema Port on Friday, September 18, 2026.
He said the initiative was necessary because DVLA currently relies on reports from PVTS when determining whether vehicles qualify for roadworthiness certification.
“From next year, any Private Vehicle Testing Station that gives us the go-ahead to issue a roadworthy certificate to a vehicle will also be required to have a video system that allows DVLA to see the vehicle being inspected before the certificate is issued,” he said.
Kotey said the arrangement would strengthen the Authority’s ability to monitor vehicles presented for inspection and address concerns over visibly unroadworthy vehicles being allowed on Ghana’s roads.
The announcement was made at the commissioning of the new Tema Port Ultra Centre, which is expected to provide a range of DVLA services to vehicle owners, drivers and other stakeholders in the port enclave and surrounding communities.
The facility is also expected to handle the registration of excavators arriving through the Tema Port. Kotey further said the Authority was working towards extended and eventually 24-hour operations at the facility, subject to adequate security.
The move to strengthen monitoring of PVTS forms part of DVLA’s efforts to improve vehicle regulation and road safety through technology. The Authority has previously announced plans to deploy video monitoring to address loopholes in the roadworthiness certification process.
