Dr Micheal Mensah, Municipal Chief Executive (MCE) for Ayawaso West, has clarified that no building has been constructed under the East Legon overpass.
His comments follow an order by the Greater Accra Regional Minister, Linda Ocloo, on February 9, directing an immediate halt to the project over public safety risks and alleged violations of regional spatial planning regulations.
Speaking on the Citi Breakfast Show on Tuesday, February 10, 2026, Dr Mensah explained that the Assembly had initially granted a permit for the space under the flyover to be developed into a car park, fire service station, washing bay, and a police post to facilitate parking for visitors.
“We had a team from Urban Roads that visited the Assembly and made a presentation on the plans they have for that space. Based on that presentation, we gave the permit. The applicant was also present.
“The first condition of approval was that they liaise with Urban Roads for the final design,” he said.
Dr Mensah added that the applicant had created a platform intended to mount a glass office that has been imported into the country to serve as an operational office.
“The person was not building under the flyover. You cannot do that; you can only have a temporary structure,” he clarified.
He noted that the applicant did not comply fully with the condition to coordinate with Urban Roads, which led to concerns being raised about the structure.
The MCE reassured the public that no permanent building exists under the East Legon overpass and emphasised that any development in the area must adhere strictly to regulations and safety requirements.
The MCE noted, however, that the permit that allowed for the space to be redeveloped into the car park has been revoked.CitiNewsRoom
